I generally take two dry bags and keep my waterproof trousers separate from my waterproof jacket for storing them back in my backpack or in the boot of my car. This is mainly because my waterproof trousers often get very muddy around the bottom, whereas I rarely get mud on my jacket, so I find keeping them separate makes sense.
I usually take a carrier bag with me. When I put my waterproof trousers on, my boots are generally already muddy. To prevent this mud being transferred to the inside of your waterproof trousers when you put them on, simply pop your foot and boot in the carrier bag, whilst you slide your boot into your trousers.
